According to NBC, the U.S. Congress is set to introduce, once again today, a bill targeting China’s large-scale model DeepSeek. Citing data security concerns, the bill would ban the use of this product on federal government devices.
Just a few days ago, Missouri Republican Senator Josh Hawley introduced a new bill that directly classifies the act of downloading Chinese AI models as a federal felony—punishable by up to 20 years in prison in addition to fines of up to one million dollars!
This proposal, titled the Decoupling Act, is arguably the most draconian AI technology blockade in history. The essence of the bill can be summed up in one sentence: “It prohibits any AI technology exchanges between Americans and China.”
From investing in research and development to downloading models—the entire spectrum is within the scope of this crackdown.
Harvard AI researcher Ben Brooks was downright astonished:
“This is by far the most radical legislative move in the AI field!”
That two bills targeting Chinese AI models have been introduced within such a short period clearly shows just how significant the damage DeepSeek is perceived to be for the United States.
