Before 2011

  • In 1956, the term "artificial intelligence" was officially introduced at the Dartmouth Conference, marking the birth of AI as a distinct discipline.

2011-2016

  • AI technology began making significant breakthroughs and gradually became commercialized.

  • In 2011, IBM's supercomputer Watson defeated human champions on the TV quiz show "Jeopardy!", showcasing AI's ability to understand and process complex language problems.

2020-Present

  • AI has entered a more mature and widely applied stage, deeply integrating with various industries and leading into the AGI era.

  • In 2020, the release of GPT-3 achieved notable success in natural language processing, further enhancing AI intelligence and public recognition of its potential.

Policy Evolution

AI policies are gradually deepening. China's policy environment has evolved significantly, from initial observation to active integration. The number of policies jointly issued by local governments and multiple departments has increased sharply, reflecting cross-departmental collaboration and regional innovation.

Initial Stage

  • Focus on building infrastructure, such as data and AI infrastructure mentioned in the "2023-2024 Action Plan for Stable Growth in the Electronic Information Manufacturing Industry".

  • Emphasize constructing legal and security frameworks, such as the "Interim Measures for the Management of Generative AI Services" which established safety assessment regulations.

Integration and Implementation Stage

  • Policies are broad, covering multiple areas with joint releases from various departments, like the "Three-Year Action Plan for Data Elements".

  • Emphasize AI's strategic importance and industry applications, with the introduction of "AI+" in 2024, symbolizing AI as a key driver of industrial innovation.

Innovation Promotion Stage

  • Support technological innovation and industrial cluster development, such as the "Measures to Promote the Innovative Development of AI Large Models in Shanghai".

  • Focus on specific technology applications, like the innovation and development of humanoid robots (as guided by the "Guidelines for the Innovative Development of Humanoid Robots").

Future Focus

  • Aim for the long-term development of AI and national strategy, with government work reports and the China Development Forum highlighting AI's importance.

  • Focus on AI ethics and technological innovation to balance innovation and regulation.

Active Financing in China's AI Market

  • The capital market is active: Compared to last year, this year's first-quarter financing amounts far exceed those of the same period last year. In 2023, there were 39 investment events in the AI field, totaling 5.07 billion RMB. In the first quarter of 2024, there were 13 investment events, totaling 7.49 billion RMB. Most financing rounds are still in the early stages.

  • Significant talent gap: According to the distribution of AI 2000 scholars, China and the US hold nearly 80% of the world's top AI talent. The US has 1,188 top AI professionals, while China has 369, making the US talent pool 3.2 times larger than China's.

China's AGI Market Will Maintain Rapid Growth

1. By 2030, China's AGI application market is expected to reach 454.36 billion RMB.

2. From 2024 to 2027, China's AGI market will experience a rapid startup phase, with annual growth rates exceeding 100%. Starting in 2028, the market will enter a fast growth phase, maintaining an annual growth rate of over 50%, surpassing a trillion RMB by 2027.

3. The development of China's AGI market will be led by the enterprise sector, with the enterprise market expected to reach 302.46 billion RMB by 2030.
